New python scripts for result plots

Starting with CMSSW_10_4_X, result plots can be created using scripts in test/plottingTools/. For now, these include drawResults.py for the graphical representation of APE measurements and their comparison with other measurements and with default values, and drawIterations.py for the graphical representation of the development of APE values over different iterations. Result plots can now be automatically be generated by the autoSubmitter tool. The granularity of these plots can be configured in granularity.py, and basic functionality for the representation of uncertainties is provided with systematicErrors.py, which can be used to create symmetric and asymmetric uncertainties in result plots.
