The Pset serious_matter int32 limit = 1000 and

limit = 1000000 establish that these destinations should report only that many messages of having messageID of "serious_matter". Afterward, most further messages of this type will be ignored; and exponential backoff will report some of the remainder.

As illustrated, this limit can be supplied without an accompanying timespan.
