430pre7 and 430 details

• 1-Jul-2011: (AP) Muon POG validation: there is a L1 trigger inefficiency in the barrel (no DT in L1, only RPC, since 430pre7) for MC, which is not of concern for Reco however, It has been understood, and it will (hopefully) be fixed in the next pre-releases
