   *  a bunch of the last Rereco requests that got in were workflows that had 0 input events, and had 0 outputs, but there are 2 where the output number of events were smaller than the input.    We need to acdc them .  Get lumi number from dbs and compare that to lumi number out.  and compare lumi out to lumi in 
   *  We need to do closeout based on lumisections rather than events, Alan is looking at it
