Deployment Notes

• This release requires a new version of xrootd-xcastor2fs due to internal API changes in the call to prepareForMigration (#65961) - xrootd-xcastor2fs-1.0.9-10
• New logrotation files, see (#67013)
• New rsyslog configuration files, MaxMessageSize reduced to 4096 and move to top of the file (before module inclusion)
• Missing /var/spool/rsyslog directory in production prevents messages from being buffered locally if the central server is down
