Operational support tasks

Things we need to do to hand-off the service to the operations team are tracked in LcgScmDmsWorkplan.

These are all high priority, since not doing it means we absorb a considerable amount of developer effort on the service operations. The goal is to have this work reasonably complete by SC4 throughput phase.
