Purpose
The International Steering Committee (“ISC”) advises the Coordinator on the strategic direction of the Project, and on implementation and funding matters of the research infrastructure development on a global scale. The ISC prepares summary recommendations for the General Assembly. The ISC actively promotes the Project at a global level to establish a sustainable user community to develop a durable high-energy and particle-physics research programme at a new research infrastructure.
An ISC will be appointed and steered by the Executive Board. The ISC shall advise the Coordinator on the strategic direction of the Project, and on implementation and funding matters of the research infrastructure development project on a global scale. The ISC is composed of global group of research facility executive managers and senior officials, which leads to a well-balanced, world-wide geographical representation. The Coordinator will ensure that a non-disclosure agreement is executed between all Parties and each IAC member if required for specific topical matters, which shall be concluded no later than 30 calendar days after their nomination or before any confidential information will be exchanged, whichever date is earlier.
The ISC shall prepare summary recommendations for the General Assembly. The ISC shall actively promote the Project at a global level to establish a sustainable user community to develop a durable high-energy and particle-physics research programme at a new research infrastructure. The ISC will regularly (at least once per year) review the Project progress and will write a review and recommendation document. These reports will be provided to the Coordinator. The Coordinator shall write the minutes of the ISC meetings and prepare the implementation of the ISC's suggestions.
The chair of the ISC will attend General Assembly meetings as advisor, ex-officio. The Project Leader and the deputy Project Leader will attend ISC meetings as ex-officio members. The ISC members may participate in General Assembly meetings upon invitation but shall not have any voting rights.
