Towards user requirements from the poll results

When the technical grounds for Inspire will have been agreed upon, a clear list of user-requirements will be generated. These will be based on what we will find while distilling a wish list, but be presented on technical grounds.

The focus of this paper should be to guide future developments of the system and demostrate to our sponsors that it is user-pulled rather than technology-pushed.
