Scores will be awarded for each of the three following criteria, and not for the sub-criteria. Each criterion is scored out of 5; no weightings will apply. The threshold for individual criteria will be 3; the overall threshold (applying to the sum of all scores) will be 10.

Ranking lists

A separate ranking list (based on evaluation scores) will be established for each of the indicative budgets. Proposals will be selected within each ranking list according to their ranked order, and provided that the proposal has a score above threshold, until the available budget is committed.

Equal scores

The procedure for prioritising proposals with equal scores.

Criterion 1: Scientific and/or technological excellence (award criterion)

  • Soundness of concept and quality of objectives
  • Contribution to the coordination of high quality research
  • Quality and effectiveness of the joint programme of activities and associated work plan

Criterion 2: Quality and efficiency of the implementation and management (selection criterion)

  • Appropriateness of the management structure and procedures
  • Quality and relevant experience of the individual participants
  • Quality of the consortium as a whole (including complementarity, balance)
  • Appropriateness of the allocation and justification of the resources to be committed (staff, equipment)

Criterion 3: Potential impact through the development, dissemination and use of project results (award criterion)

  • Contribution, at the European [and/or international] level, to the expected impacts listed in the work programme under relevant topic/activity
  • Appropriateness of measures for spreading excellence, exploiting results, and disseminating knowledge, through engagement with stakeholders and the public at large
