Hlt2 rates running DV v24r1p1 on MB data

Version

This is obtained with DaVinci v24r1p1 as available on $LHCBDEV on 27/8. This patch cures the Hlt1 muon efficiency problem, but still has a 93% efficiency on events accepted with Hlt1 run in DaVinci v23r2p1 or earlier because of changes (for the better) in PatVelo. Here we run on L0 events, hence everything is consistent.

Hlt1 and 2 rates

Hlt1 eff is 3.99358%. Assuming it is not already applied. Normalising to an L0 rate of 987810 Hz Using 1719233 events. Normalisation factor is 0.574564
