Garbage Packets from TELL1

We found out some TELL1 boards, which kept sending the pause frame (MAC control frame) to the spanning tree.

Symptoms: 
    Rx bytecount going up but *not* any packet count. 
    Neither unicast, mcast, bcast, or any error is increasing even though a lot of bytes are received. 

A lot of boards had ever this problem. The followings are the switch port which those boards are connected to.

Sw-agg-01:

              H5 -->  ittell 11
              H7 -->  ittell 14
              H6 -->  ittell 13
