Co-scheduling CPU, Disk and Network

One question: We schedule jobs hierarchically, e.g. we hold user-jobs in the CRAB queue before releasing batches of them to the HTCondor scheduler. Should we co-schedule at the HTCondor level, or higher, at the CRAB level?

Co-scheduling higher means we have more control over the software, but also means we don't have the final say on the job running somewhere. Maybe we need some explicit middleware component? To be discussed!
