Felix configuration for Phase-I subdetectors

Felix-tohost configuration:

- TTC pages of size 1500 bytes (to fit the content of a TTC2H block)

- TTC watermark of 1440 bytes (corresponding to one TTC2H block minus header (4) and trailers (2) plus, for each message, status byte, fid and message size (1+8+4)).

- TTC page timeout of 1 ms

- DAQ pages: 512, with 1 ms timeout

- DAQ max chunk size set to their maximum value of 3250 bytes

- DCS limit 20 bytes

- multiple FIFOs for errors and stats
