HLT, Datasets, Skimming

The question of Primary Datasets and Skimming (both for signal and bkgd/eff/resolution control) is very important and must be known at the level of general data processing; hence, this point is singled out to appear here. The skims will need to be synchronized with other groups (within and outside Higgs PAG) and officially registered in skim cvs.
