Entry point to MTCC Wiki based documentation

Introduction

The CMS Magnet Test and Cosmic Challenge is a major milestone in CMS preparations. For the first time the magnet will be powered combined operation of all detector systems will be possible. Bringing together all these systems for the first time represents a major challenge and requires efficient documentation to allow experts users in a sub-system, and experts needing to work with other sub-systems to work effectively together. Traditionally the writing of the documentation lags far behind implementation.

We intend to make use of Twicki documentation methods to give the CMS communtiy the ability to deploy this documentation quickly and to allow the broadest possible user-base to use, maintain and correct that documentation.
