SPI Build External tools

SBE is a python engine to parse XML based compilation instructions to perform actual compilation of External packages(link) of SPI.

It is used internally to performe releases of external packages (on AFS and as binary tarballs) for officially supported platforms, and can easily be reuse externally to recompile the whole set of Externals (eg, to port External softwares to another platforms).

It can be linked with SET, that make use of it to recompile both Externals and Applications programms (see seti doc), or with pacman, and could likely be reused by other packaging systems (rpm or deb).

The documentation present mainly SBE used in conjonction with the SPI Pacman Cache.
